China Advantage in Sustaining Global Supply Chain Value

2009 is a very special year.  We went through a tough time that most of us may only experience once in a life time. When we held our first conference last fall, some of us already felt the winter. It’s interesting to see that this fall as we are holding this conference; we are starting to feel the spring --- the ISM economic indicator PMI has risen for a consecutive 6 months, exceeding 50 last month -- an indication of returning to growth for the US economy, which in turn will also lay the foundation for a solid global return.

China is also a very special place, where time is more compressed than most of other place on earth, as the busy executives in supply management having conference call at least 3 nights a week can all tell you. As such, we witnessed the last 20 years of miracle economic development in China that’s a time-compressed equivalent of what the Western world went through in 60 years; tunnels, bridges, dams, highway, skyscraper, power generation plants, production lines, supply capability, and people competency were built and developed in an unprecedented rate that had many observers’ jaw dropped widely. China Supply is quietly transforming from a low-cost source to a high value provider (or so it wishes to be when it started to raise the tariff on low-value-add and high-pollution-production output, and increase employer’s labor cost with the new labor law), at the same time, China itself is evolving into one of the largest consuming market in the world (at least that’s some of the auto makers believe at the beginning of this year when sales surpassed US market).

For the global supply managers, the challenge is our responsibility of continuous generating and sustaining the value of the global supply chain where many factors are in control of those of us operating from this end of the supply. The participants of this conference is a very powerful group, making decision on over $100B of supply collectively, our thought and decision will make a great difference in the world.

全球供应链价值可持续发展的中国优势

9月20日,ISM-China供应管理学会第二届国际供应管理大会在上海兴荣豪廷大酒店成功举办。本届全球供应管理大会汇聚了200多位来自顶尖跨国企业的采购经理们,他们支配的年采购额总计超过1000亿美元。 

参会者们代表了70%的财富500强企业,他们是来自IBM、BP、家得宝、伊顿、美铝等航空母舰级公司的高级管理决策者。ISM全球理事、伊顿公司全球副总裁Craig Reed,IBM的全球副总裁兼首席采购官John Paterson,美铝亚洲副总裁王孝华,BP亚洲首席经济师张驰博士,库柏公司全球供应链中心总监Vincent Phoon博士均做了精彩演讲。曾因把IBM全球采购总部迁移至中国而引起国际瞩目的John Paterson先生在演说中强调,全球化仍是采购领域的大趋势,总体来说一直呈现积极的发展态势。BP的张驰博士指出,国际资金和跨国企业遵循经济规律办事,降低成本提高竞争力永远是真理。

尽管在低成本国家采购的成本变化、质量控制及供应链管理仍是全球采购公认的挑战,但全球各地的买家对华的跨国采购仍然在持续甚至扩大。美国铝业的王孝华表示,根据未来全球采购趋势来看,很多公司愿意在低成本国家采购方面投入更多,尤其经济危机下成本控制已成为企业生存和发展的必要条件。而中国是最具竟争力的低成本采购国家之一,中国不仅是消费类产品的领先制造国,同时在能源、加工领域、电子、设备制造等很多方面也颇具供应链优势。王孝华认为,低成本国家采购并非没有风险,但是可以通过经验的积累和有效的管理来改善和控制。

除了国际级高规格的演讲,大会组织的专家组对话和头脑风暴,就中国比较优势在全球供应链中的价值体现及其可持续性发展方面的问题更激发了现场高级采购人士们的积极讨论。大家对于危机后的全球采购趋势基本达成共识,即中国在全球采购中的地位不但不会弱化,而且会更进一步的加强。

论坛专家组认为,在全球采购中,降低成本、维持竞争力是低成本国家采购的主要的推动力。中国优势与近几十年来的积极发展是密不可分的。中国建立起了无可比拟的生产规模、工业基础及配套设施,实现了日趋完善的供应链体系,设计和发展的元器件逐渐国际标准化,近几年更在努力由中国制造向中国创造发展,提升自身价值。而中国的这些比较优势,是其他新兴国家短期内难以匹敌的。中国要巩固制造业的全球地位并加以提升价值,应加速提升企业的质量管理和控制能力,着重领导力的培养,建立知识产权产品以及相应的知识产权保护体制,扩展服务行业以建立更为平衡的经济体,健全信息披露体系,对全球经济需求和发展体现更大的敏感度和灵活度。

中国稳定的政局和其庞大的本地市场,对跨国企业来说更是不可缺失的全球布局。跨国公司在不断寻求全球化发展,中国已经是不可忽略的市场,必须为中国设定一个长远持续的战略发展计划。也因此,切实的供应链价值定位策略、以及发展与中国供应商的扎实合作伙伴关系也变得日益重要。
